First Download Settings.apk file & put it on SdCard

Open Root Explorer/System/App/Settings.apk[Rename It To Settings.apkold].

-Go Back 2 Times Sdcard/Long Click On Settings.apk [Which You Download Above] Now Click On Copy & Paste It On System/App.

-After Long Click On Settings.apk Which You Moved Click on Permissions & Set r-w-rr [like on screenshot] 

-DONE RESTART YOUR PHONE ONCE

WILL MAKE "SETTINGS.APK" LIKE CM9 SOON...
